The Santa Clara Games HQ can be found during the eerie castle stage (right after the G.O.D boss). Shortly into the stage, you will encounter a boss fight. Once the fight is over, you will proceed past a giant television monitor and into a room.
In this room, you will see a tall mirror. Walk through the mirror. It will take you out onto a beach. Follow the beach until you reach the building. The achievement will unlock upon entering the building.
Be sure to destroy everything in the building to uncover the super-weapon that unlocks the "One Shot...." achievement!
