This will come with natural progression of the game. You can buy two extra badge slots from the merchant overtime, and once you do simply equip two more badges and this will unlock.
For you to be able to equip 3 badges, you need to buy an extra badge upgrade at the wandering glitchy merchant. So saving those pons is a recommendation!
