This one isn't too bad since there is only one you get from a time rift. The first eight you get from the free roam mission while the ninth you receive from the finale. Linked is a video by Master Terra showing where the relic pieces are specifically
You can also equip the compass badge and find them that way. I was able to make the relic outside of even starting Nyakuza Metro. For some reason the Seal the Deal relics have a chance at spawning the Nyakuza Metro relics. I am unsure if this is a glitch or not. If you get the Golden Necklace and Necklace Mannequin relics then you have the two needed for the final time piece. The rift itself is shown in the video but if you don't want to watch it all then the rift is between the shortcut from green station to yellow station. Fall down to the bottom of yellow station and head towards the green square. Once you have all 10 time pieces the achievement unlocks.
