It didn't unlock for me. I got 40/40 and on the main menu it says 100% complete, but this and the alpine skylines achievements didn't unlock.

ALL Time Pieces from the DLC also count for this now I can confirm, including the rifts, for a total of 56.

I can confirm that this achievement will now unlock without the need to unlock all DLC time pieces too. Unlocked it today and I have no DLC installed.

There are 40 Time Pieces to collect throughout the game in the various chapters. The break down looks like this:

Spaceship Hub - 2
Mafia Town - 10
Battle of the Birds - 10
Subcon Forest - 9
Alpine Skyline - 8
Time's End - 1

Most will come from completing the acts, and the rest will be found within the time rifts that you need to find in each chapter and in the main hub. These time rifts will appear as you progress and instead of them being separate levels, they are actually hidden within the chapters. When you look at the level select screen for each chapter you can see which rifts you have unlocked (they all unlock through story progression) and with it a photo of the rift's location. You can go look for it yourself or use this video by Slimecube to see where they are and how to get to them:

For this you will basically need to 100% the game by collecting all relics, completing all acts, and finding and completing all time rifts. You can find links to locations of all relics and time rifts below.
