You don't need to even start your own kingdom online.
Just join someone's game and play as if it were yours.
When someone joins have them make a banner.
Or, go into a game with 3 people already there by choosing 'custom match' ask them all to place banners. There's another 3 added to your total.
It doesn't need to be done in one sitting.

This is CONFIRMED and TRUE! As long as you are playing and people place banners, it works! Woohoo!

The only way to get this is to get 10 different people in your multiplayer game and have them make a banner tower from the town workshop. I did this by joining other peoples games making one for them and then asking them to return the favour. Also check out the achievement trading page for this game.

how do you "Collect" the banners?, I've just got the achievement for being on a game with 20 banners, but not this one. what do i have to do?, Thanks

You have to create your own multi player game and get other players to make a banner from the town workshop in your game.

Start a kingdom in multiplayer and stop once you get a Town Workshop. After that, have all the kefling's that you have put stone and planks in the Town Workshop so people have the supplies to build the banner tower. Then SAVE and quit. Join random Games and send the people in the game a message to see if they will come build a banner tower, most of them are fairly nice about and say no or yes. It only took me about 15 minutes to find all 10 people.

Down voted since you forgot to mention that you also need to build a Town Hall before being able to create banner towers.

I started a game, built the Town Workshop, and some other buildings. But made sure that the banner tower was available.
Saved and started it as a public game.
Then I went out for dinner and drinks with some friends while the game was running, when I came back a few hours later I had some new buildings, 15-16 banner towers and the chivo.
I'm using a cable from the controller to the xbox so my game don't go on pause for inactivity or run out of battery.
Edit: Based on the comment below I'd like to add that if this works or not depend entirely on those joining your game.
All you can do is make sure they can build the banners, if they do it or not is up to them.

Start an online game and keep going till you get the place to build the banners. After that invite ten UNIQUE people to your game and ask them to make a banner. You can’t use your own banner.

In my experience with the title being Backwards Compatible now, I loaded up the game in Multiplayer as a Public Match with 4 people possible. This is the same game as single player, but a totally different world from scratch.
You must start building your buildings and gathering resources like always. You will definitely need a lot of logs and stone, so sue your Keflings to gather resources. You will need to build the Town Workshop to get Banner Towers. In order to get the Town Workshop, you need a Lumber Mill to make planks from logs. Once you have this, have the Keflings bring stone and Planks to the Town Workshop as those are needed to make Banner Towers.
Once you have your Town Workshop completed, save the game. I tried to do this in multiple sessions, such as 8 towers made, then I made a new game where 8 more banners were made and no achievement. I also destroyed towers down to 5 and had 7 more random people come and make towers with no achievement. In my experience, the people did not have to be on my friends list, but the 10 banners needed to be made in one game session by 10 different people (and your own Banner Tower does NOT COUNT).
I personally left the game running and went to work. I loaded up the MP game I had where the Town Workshop was already built and left it setup as 4 people and public. I know that the game pauses automatically after your controller turns off, but people can still join and make towers while you are inactive. People showed up and set banners while I was away and I still got the achievement.

Updated solution from 2018 - the easiest way to get both this achievement and the World Traveler achievement is to simply load up your online world and rest your controller's analog sticks against something to prevent you from going idle. This will just leave your world open and surprisingly there's enough people who still play this game to build your city (and banner towers) for you.
I left my world idle from ~2pm until the next morning and had both achievements pop. Just make sure that your controller is in a secure place because if you go idle you will get booted from the game without saving!

I have found something out. So 1st you can work with other gamers but, that can be time consuming and frustrating since this game is dead and not many are even playing it. I have found out a quicker solution that can help you and others. The problem is for this to work, you would need both your Xbox 360 and Xbox One.
So first of all you need to boot the game up on your Xbox 360 with the profile with Xbox Live Gold. Once you create a world, head on over to your Xbox One and boot it up with another profile. It can't be a guest account, it has to be an actual account. All you need to do from there is invite your other account in the game and then build a banner. Then repeat.
You might need to make 20 accounts if you really want to just get this done. Quick ReminderYou actually don't need any of the accounts besides your main on Xbox 360 having Xbox Live Gold. Since it is an Xbox 360 game on the Xbox One, it ignores the restrictions. It will only care if you join a game and try to do split screen with a second controller and choose guest. You can do this for other games as well as I managed to do it with Monopoly Deal and Sonic Racing Transformed. As long as you have it digital or both digital and physical then you will be fine.

This achievement is quite simple. You need 10 banners from different unique players. (1 banner from each player) You must be in a multiplayer world, as single player doesn’t have the ability to craft banners. Your own banners WILL NOT WORK. To get the banner towers you need to have progressed all the way until you built the town hall and town workshop. Once you have both of those built you can craft the banner tower for 7 planks and 5 stone.

When other players join your multiplayer game, they can visit the workshop and build a banner tower, this displays the players gamerpicture, collect 10 unique banner towers in your multiplayer kingdom to unlock this achievement. They must be made in your kingdom. You will have to start a new kingdom. All you need to build is a House, Town Workshop, Lumbermill and a Town Hall. At this point you can make Banner Towers in the Town Workshop.
