The names after the macaroni were hard to get all of them before the time ran out (that letter G was tough to grab!). I learned that in between sets of names, you don't need to push all the items around for it to change to the next set of names and job titles. So once you knock around all the names and it goes to a next set of items, I found that placing my hand up toward the top and waiting was the best. Then when it shows the names, swipe down the right side of names and up the left. That's how I popped it!
I think the most important thing to know is that the credits roll whether or not you knock around all the pencils or macaroni or clovers. Just don't bother with them because it'll put your hand/cursor not at-the-ready, and just position your hand in a good spot and wait and prepare to hit some names.

this achievement seems to be bugged for me. i've done this 3 times and never unlocked it.

You can unlock this during the credits.
As the credits progress click on every name (First or Last) and job title to move/break them and "cause chaos" once you do this on every slide the achievement should unlock.

If, for what ever reason, you are not getting this on PC I may know why...
As COSM1C says, you may need to CLICK on every name. I held down the click and rolled the paw over each name, which does move them, but after 4 attempts of pawing all the names and job titles it didn't pop. I tried ONCE by clicking each name and job title and it popped.
Edit*: If for whatever reason you don't get the achievement when the credits take over and your paw disappears, press Esc and restart level, it will start you back at the beginning of the credits to try again.
Be warned, some credits do go by quick and if you get bad RNG and the name you just clicked moves over another name you can potentially miss a name or job title. Hope this helps someone!

Unmissable: Use level select to return to the credits (last level, cat's paw). Also, the credits can be restarted by selecting reset from the menu.
Using a controller is difficult and frustrating because it's inaccurate and it appears to be impossible using touch controls (probably at least partially due to issues with streaming). The easiest way I found was to use a PC and mouse (not a touchpad). The achievement stack and progress are shared between console and PC so both can be used to to 100% this game.
This achievement starts at the beginning of the credits and ends part way through. The credits will begin by alternating between static credit pages (these are what you need to interact with) and completed puzzles (you can mess with these if you want, but they aren't needed for the achievement), once the credits actually begin to "roll" you're through the section. If you don't get an unlock shortly after making it through the section then open the menu and select reset to restart the credits.
Hold down the left mouse button while swiping the cursor over each job title AND name (only the first OR last name of each person is required). Each job title AND first OR last name have to move from their place in order to count. You can also click and drag each one if you prefer, dragging each just enough to move it from its place.
This applies to using a controller too. Just hold

Missable - At the final credits, you need to move ALL the names AND their job titles around - I missed this the first time because I was trying to individually click on them, just hold down the A button and move cursor around to move the names/job titles around much faster and it pops. If you do miss it, just restart the very last level of chapter 5 again and you can try again.
