You can get this during the final main puzzle of Chapter 5. On level select it's 4th from last box in the level select menu - the cat in green and red circles. (Thanks toR Raziel M0RAGLAR)
When the cat appears on screen pet it as the ring reaches the outer rim on the first opportunity each time.
Repeat this 4 times and the achievement should unlock.

This took me several times on PC to unlock (having done it successfully). When it eventually unlocked I'd left it sitting on the next part of the level (with the pencils you need to spin), and it seemed to unlock.

Yeah, sadly a few people have mentioned delayed pops & weird issues unlocking stuff.

Level 77: On the first screen, you need click to pet the cat as the background circles align. You can't misclick or miss the circle overlap.
