You must prevent the cat from disrupting the puzzle. The first time you finish the puzzle the cat will mess it up. Once you fix it again prevent the cat messing it up by moving the placemat away from the cats paw and hold it out of reach.
Don't worry of you fail as you can retry this until you get it.
* Sadly people are reporting this achievement is not unlocking when the requirements are met.
** The comment section has some helpful tips if you are struggling to unlock this but just be aware the achievement is buggy and so what works is different for everyone.

At least that's how it seems to be working for most and makes sense.
You don’t have to do the next level as it popped straight away :)
Seems more random than anything
It seems like it's supposed to be a speed run level part.
Thing sucks.
As you're using your finger rather than a controller, you can easily do this way too quick for the cat to get back in and mess you up.
No need to drag anything away, just set the table setting again.
On an attempt where the cat messed it up more than once, it didn't pop.
Edit: I finally completed it by focusing soley on the freaking paw and no achievement. Do I seriously have to constantly move the placemat around and then hope to dear God I can put every thing back before the cat messes me up? Because that's impossible to do. I even blew my hint trying to reload but didn't get that achievement either.
Edit 2: The walkthrough said I have to do the next level but I ran out of time before I had to leave. Hopefully I'll get the achievement when I get home, but that cat is annoying af.
Edit 3: The walkthrough was correct. I can confirm you need to do the next puzzle to get the achievement. I was able to get it using quick resume.
And then it popped when I finished #33. So. I'm not really even sure anymore.
Now, I'd already completed the game with a clean run. Don't know if that had anything to do with it or not. Just mentioning it.
Also, I did it on PC via a laptop with a touchscreen. I imagine that this would have been really challenging to try to do on Xbox with a controller (which is how I initially completed the full game, but have switched to PC for following up on any additional achievements and daily tidies).
finally unlocked this achievement.
Followed @Ace-4617 recommendation of completing it before the second cat’s paw.
However I had to be super super quick. Couldn’t manage that on the console. Just couldn’t get there fast enough. I’ve had to log onto cloud gaming on my iPad and use the touch controls, even then it took a few tries, but after the dozens of times I’ve played this level it wasn’t that bad to do it a few more.
