A Memoir Blue

There's an underwater scene with windows and neon lights and a ragged curtain. On the left of this screen, you'll find the pinwheel and a fan on the wall behind it. Click and hold on the fan for a few moments to activate the pinwheel.

After the underwater section you reach a scene with neon lights and a window (where you have to cut three robes). On the left side of this window you will find a fan, activate the fan for the achievement.

When you reach a scene where you have to cut 3 ropes to make a piece of cloth fall on the left there is a fan. Hold the A button on the fan.

This is in Chapter 4. At the start, you'll be walking around the ocean floor. To the left of the curtains on the building is a fan with a pinwheel. Click and hold on the fan to turn it on and unlock this achievement.
