A Memoir Blue

When presented with the boat steering wheel controls, turn on the power with the key and then pick up the small microphone to the left of the wheel for a moment.

In the boat scene, use the key to start the boat, then push the three buttons (2 orange / 1 green) and use on the left side the microphone and drag it around the speaker before you use the gas throttle on the right side.

When you get to the boat put the key into ignition, press the 3 buttons, get the microphone and drag it around the speaker.
