This will be earned in Act 1.
When you leave Ida's house for the first time, you will have three main objectives to complete, one of which will be to talk to Father Alfred at the church. Head to the church (it's all the way down the main road going through town) and head towards the altar until the camera angle changes. When you're able to see in front of you (Father Alfred will be visible from this angle), go to the left side of the church to find the memorial hanging on the wall.
