This will be earned in Act 1.
After leaving Ida's house the first time, your two main objectives will be to talk with Father Alfred at the church, investigate Karl's painting in the Hotel, and pick up some cheese at the Inn. Make your way to the Inn/Taverne (it's along the right path just before you reach the gossiping ladies for Meet the Gossipers
) and head to the back of the dining area. There will be a radio on a shelf that you can interact with.
