It would be good to add to the guide where to find the fishing rod. The guy you get it from is fishing at Meteor Lake.

One of each of the following species is needed (all fish species have a rare variant and can also be big or tiny);
The route from the hand-in location (the bird on the boat), to Bill (where you get your fishing rod) and then to the glitch lake is shown in this video:
If you manage to unlock this achievement with less fish handed in, please let me know in the comments so I can update the solution.

I couldn’t find an albino spotter brook trout or actually rainbow trout to save my life. Although I was able to get the achievement by turning in everything else and getting the golden rod.

You need to catch one of each SPECIES of fish in the game, you don't need to catch every single fish that's available in the game (e.g. I only needed to catch the White Bass, I didn't need the Pink White Bass).

Before you can fish you need to get a fishing rod by speaking to the fisherman on Meteor Lake (That is the lake in the center of the island). With it unlocked, simply equip the rod and press to cast it, wait for a bite and tap to reel it in.
With your rod, you can go speak to the captain on the ship to the east of the main island. He will offer to trade your caught fish for coins and bait. After bringing him 5 different types of fish, he will also give you the fishing journal, which can be used to track what you have caught and still need to catch.
There are 22 different fish in the game, but you only need to catch and trade the 15 mentioned in the fishing journal. You can use this map with your compasss to find specific fish locations.
