You can unlock this in Chapter 3, once you've dealt with Madam Puspa and the Community Centre fire drama.
- Get the chew toy from the dog owner, he’s to the left of the school
- Head to the northernmost residential street. At the far left you'll find the missing dog
- Throw the chew toy (remember to hold down
for power) - The dog will run off and a cat will emerge from the box
- Pet it, and the achievement should pop
