After making the fishing rod, I went to Manufacturing West and went under the area with the forklifts. There is a vent leading to the green goo pool. Cast the line and pull the stick in the opposite direction of the fish pulling on the line. Once it stops moving, reel in the line. Keep trying until you get it.
I’m pretty sure you can get this in most areas of water though.
