Rats are all over the facility and spawn back pretty quickly, but a place the frequent is the Tram Plaza at the beginning of the game. They have a tendency to run instead of confronting you, so it's a good idea to use the Net Launcher as it stuns and keeps them in place (Needs: 2 Rebar, 2 Staplers, 4 Rubberband Balls, and 2 Plastic Scraps).
You can get the Rat Suit pretty easily by butchering their corpse with a knife, but it's a percentage chance for it to drop, so it may take some time. But, the Rat Pack is a lot harder to get as it's a much lower chance, but if you combine using the net gun and kill them with a blunt weapon, it's almost a guarantee drop if you can drop them while they're stunned.
