I think the error with booting up the game and getting past the permissions menu may have glitched this for me. I have unlocked other achievements before this one. What the...

One note -- this game would not get past the splash screen for me on my Xbox Series X. Tried rebooting, re-installing, re-signing in, etc. dozens of times. When I tried on my Xbox One X, it worked first time.

When you first start the game and click “New Game”, the achievement will pop upon loading in.
