The phone is in the kitchen on a counter and you use it by clicking on either of the Post It notes on the wall above it, in case you're like me and wasted 10 minutes looking for the stupid thing.

From Be Seeing You (50G), you will appear in the front hallway of the house. Walk down the hallway (with the stairs on your right) and enter the last room on the left, which is the kitchen. On the counter next to the stove is a yellow phone and two post-it notes on the wall; one for Bill and one for Edith. Press 
on the Bill post-it note and you will pick up the phone and dial. When Bill picks up, press to hang up and Cut Call (20G) will unlock.
Immediately call Bill back and you will be met with a busy signal which will unlock this achievement.
The next achievement you will unlock is Master, Commander (50G).
