The achievement is pretty straight forward, you must win.
I aimed above the stake and let her rip, closest to the stake the better.
Also as the conversation went on I let the Hitman do his throws first, he’s gets just over 4000 points and beating that is pretty easy.
The achievement pops at the end of the conversation.

Didn't seem so easy for me as I threw 12 horseshoes for a total of 3,950 to lose to his 5,409. Sad.

I was able to pop this more easily by walking as close as I could to the stake (it only lets you get so close before movement is prevented though). But I got close enough in that each throw was just about or over 400 points, and hitman only scored 3,500 or something and I ended up over 5,000. This method is also not so difficult because you can still reach your stack of horseshoes when turning around from this close-to-the-stake location. Good luck!

Scene - “The Horseshoes”
From A Man of Taste (50G), exit the small shed and you will see a waypoint close by to your left. Walk along the fence, past the waypoint, to a gate, then go through the gate and head back to the waypoint which is a horseshoe pit. There are two stacks of horseshoes on a stool next to the pit (yours is the stool on the right). The object of this is to throw the horseshoes and have them land closest to the pin.
Run through the dialogue with
and then pick up a horseshoe with 
. Standing at the edge of the pit and slightly to the right, aim just above the fence in front of you and slightly to the left of the pin. Hold to situate your aim then release it to throw the horseshoe. Chances are that most of your horseshoes will land closer to the pin than his which will give you a greater score. You need to try and earn at least 4500-4800 points as he will get around 4000. If you win, the achievement will unlock. If not, you can always retry this scene after you complete the game.
