In the goat section, sit at the stool. Do NOT milk your goat. Do NOT skip any of the text.
Wait until you have a prompt on screen to 'Shoot'. Shoot the guy in the face twice with milk (once, then wait for a moment, then do it a second time). Let the text and scene play out. The achievement will pop at the end of the scene, assuming you didn't miss either shot.

I assume you have to aim properly? I hit the guy a couple times, nothing popped. Didn't skip dialogue or anything.

Play the game all the way through until the very end (don't restart the Goat scene). Once the game has ended and you have unlocked the "Adios, Friendo" achievement, you are then able to select any scene to replay it. Just load up the goat scene from the menu and try again - I got it on my third attempt.

Note: For the dialogue in this scene, do not spam 
to run through it as this achievement has been known to be glitchy. It’s best to let the dialogue play out naturally.
Scene - “The Goat”
From Sniper (50G), leave the horseshoe pit and walk back through the gate (ignoring the closer waypoint to your left for now). You will see two waypoints in front of you on the other side of the house, and for this achievement, we’ll be heading for the left one.
Walk around the house and through the next gate next to the blue pickup truck. Cross the road and walk to the goatshed on the left, then open the door to start the scene.
When the conversation reaches a point where you are talking about milking the goats, sit on the stool and two goats will walk in. Once the process starts, eventually the words ‘Shoot him’ will appear at the top left of the screen, indicating that you need to squirt milk at the man. Quickly place the reticule on his head (or just slightly above it) and press
. When the words appear again, press a second time. Finish the conversation and when you both stand up, the achievement should unlock. If it doesn’t, you can always retry this scene after you complete the game.
The next achievement you will unlock is Fair's Fair (20G).
