You can get this by using any of the variants of the Lava Crystal items on an enemy. You can find these randomly in the "?" Boxes or you can buy it from the shop once you find the matching books.

This is unlocked by using a lava crystal (red) whilst stood near an enemy. The crystals are either found in the boxes out in the world or can be crafted in the hub area. Select the crystal using

and then use it with

The, Pants, Party
To poison an enemy, you will need to use a Lava Crystal from your inventory (use the triggers to switch items and then 
to use them). You will need to be close to an enemy for it to hit them, as it's only a small area around your body that will be affected. Crystals can be found in boxes or purchased from the Red chest in the shop.
