Most of the time, completing orders gets through a level faster than anything else. Having time and resources to build this many houses worked well for me in combination with these two achievements:
The Fishmen Ritual Site achievement in Against the Storm (Windows) worth 27 pointsWin a game near the Fishmen Ritual Site modifier.
The Defying the Crown achievement in Against the Storm (Windows) worth 64 pointsWin a game without completing any orders.
The Fishermen Ritual Site makes it so you can't complete orders. That will get you the Defying the Crown achievement when you win. And because you have to get reputation through a combination of sending caches back to the crown and villager resolve, you'll have time and the need to get your villager resolve really high with appropriate housing and service buildings.
