Combine it with the fisherman ritual achievements
How to -
On the map, look for an event that is called Fisherman Ritual. When you move the caravan to that town, you will need to complete the camp, but you will never received any order.
Expend, build tools and send all crate ,make sure citizen are working in area that you received the comfort bonus. Build house.
Should be easy enough
Combine it with the fisherman ritual achievements

It helps if you just play it on Settler difficulty if you just want the Achievement.
