After inspecting the first three guest rooms you are on the second floor. Don't go downstairs yet! Instead walk further (past Cassandra's room) to the Major's study room and enter.

In chapter 6, you will be searching bedrooms. After searching the third room, you will find yourself in the hallway with an opportunity to head down a floor and search more. Before doing so, head to the Major's office on the east side of this floor, enter, and head to the desk near the windows. Interact with the scrap of paper on the desk to unlock the achievement.

This achievement must be done during Chapter 6.
During Chapter 6, you'll be inspecting all of the bedrooms. After the first set (you'll automatically go from one to the next; with Angeline's and Gedeon's being the last), you'll be back out on the Main Hall Second Floor. Before going back downstairs to the rest of the bedrooms, go back into the Major's Study on the right wall. Interact with the scrap of paper on the desk in the back left, and this achievement will unlock.
