I used a guide to get this from steam so i'll just copy what you need till this is unlocked its unlocked during the prologue case at Tokatlian Hotel and all credit goes to catnip who wrote it.
Talk to Mr Bouc.
Pick up the Golden Moustache (1/4) from between the railings to the right side of the stairs near the hotel entrance.
Catch'em all!
Collect all the golden moustaches. (1/40)
Talk to Captain Arbuthnot.

Interrogate + the neighbors
Inspect + the door
Enter the elevator (notice the woman's earring)
Select floor 4 when prompted

Go to towards room 401 and pick up the Golden Moustache (2/4) from a small table in the hall.

Enter the toilet on the left, pick up the GM Golden Moustache (3/4) from the sink, leave.

Inspect the water stain on the floor.
Inspect the wallet, papers on the floor (Saint Sophia Basilica), papers on the desk (Bosphorous Cruise), blue box on the desk (medal).
Inspect the desk itself and all four drawers:
- top left: Instanbul brochure
- bottom right: Golden Moustache (4/4)
Catch'em all!
Collect all the golden moustaches. (4/40)
Inspect the open window, papers on the floor next to the bed (Bank statement), bed itself, earring on the right nightstand.
Enter the bathroom and check the bin (perfume bottle).
