This achievement is missable and unlocked during the third murder investigation.
After inspecting the lounge Miss Thora Grey returns. Before questioning her make sure that you observe her and obtain the three clues.
When questioning her choose, Did Mr Carmichael give you gifts. Followed by I am referring to your medallion. Ask for Thoras version of events then ask if she is in a relationship with Franklin. Fially accuse her of kissing Franklin.
You have to watch the cutscenes and the achievement unlocks when the guests are gathered In The lounge.
Note this conversation also is part of two more achievements. The Donkey achievements by asking her about her aversion to Franklin. The dragons smoke achievement. So you will need to replay to get all three achievements
