In the map editor, create a scenario with 8 players.
Change the civilisation of Player 2 to Player 8 so all seven are different (e.g. Player 2 is Aztecs, Player 3 is Britons, Player 4 is Byzantines, …). The civilisation of Player 1 doesn't matter.
Place 1 Archer for Player 2 (Red), 3 (Green), 4 (Yellow), 5 (Cyan), 6 (Purple), 7 (Gray) and 8 (Orange) and surround them with 56 Arbalests for Player 1 (Blue).
Test the scenario.
Do it 5 times (each time changing the civilisation of Player 2 to Player 8) so you cover all 31 civilisations.
1x Archer for Player 2 (Red), 3 (Green), 4 (Yellow), 5 (Cyan), 6 (Purple), 7 (Gray) and 8 (Orange)
and 56x Arbalest for Player 1 (Blue)
