Trebuchets are a long-ranged siege unit trained at the Castle.
They are available for all civilizations. I used Spanish when unlocking.
You need to build 300 of these units for this achievement.
Map Style: Standard
Game Mode: Random Map
Ai Difficulty: Easiest
Resources: Infinite
Population 500
Game Speed: Fast
Starting Age: Post-Imperial
Turbo Mode
Start the game by building houses with one villager.
Have the others start building castles - start with one castle and add more when villagers free up.
With enough houses to support your future population, and enough castles to generate trebuchets fast enough(I got to about 10) you'll want to queue up as many as possible and keep creating new units until you reach 300.
This achievement pops mid game.
Remember you can utilise shift clicking to add muliple units to a queue, and use hotkeys where possible to speed up your selection and placement of buildings.

This seems to no longer be bugged 8/14/21.

Is it cumulative, or has to be done in one game?

This will probably come naturally as trebuchets are the go to imperial age siege weapon built at the castle. If you want to get this quickly just setup a random map game, post imperial age start, turbo mode, infinite resources, then build some castles and spam trebuchets.
