How to unlock the Bird Shooting achievement in Age of Empires II: Definitive Edition - Definitive Guide
I got this while doing the historical battle of Vinlandsaga (which I used to get the penquin achievement). A green colored scout started attacking my TC so I just gathered some villagers inside. The scout never ran off and it died by the arrows from my TC.
This could be somewhat random but I feel like on this level the Scout will always attack your TC once spotted.

Can confirm, got this achievement in Vinlandsaga. Sure enough, after 10 minutes, the Scout attacked my TC and I just had to ring the alarm.

Create a game with 8 players all on easy.
As soon as the game starts garrison your settlers then build 1 or 2 extra settlers and immediately garrison them.
You don't need to build or do anything else.
As there are 8 other players it drastically increases the odds of an enemy scout coming your way sooner rather than later. It took around 2 mins for 1 to come into my base and because I didnt have any other buildings he came right next to my town centre where I picked him off.

Play on a tiny map, choose the Socatra map type and build 2 or 3 more town centers. Your enemy's Scout won't have a chance.
Occasionally you will see a Scout Cavalry come and explore your base, especially in standard games. If you notice him heading near the town centre, ring the town bell to get your villagers in there quickly then have them attack it.
