This is for the fourth Devapala campaign on the mission, "Liberation?" The achievement is actual quite easier than it may seem when you have an objective like destroying a wonder before it is completed. As per usual with these achievements that do not require difficulty, it's easiest to do it on standard difficulty. Let's jump in.
Off the bat build a pair of trebuchets. These will be your castle killers. My strategy was simple for each and every castle; Have my army just in front of my trebs and let them do the work. When the castle falls, go in and mop up any leftover units. The first three castles will be without this wonder objective so feel free to take it relatively slow. Don't waste too much time though, we want that secondary objective for defeating the Pandyas while killing fewer than 100 units. This gives us a huge advantage to keep killing castles and getting land in the next half of the mission.
While this is going on build a few fire ships (upgraded better) and clear the seas for easy fishing.
Save your game after destroying your third castle just to have a revert place.
At this point I had 14 fishing ships grabbing me boat loads of food now that the seas are clear. When the objectives change to destroying the Rashtrakuta wonder you may be tempted to think you need to speed it--you do not. When I finally reached the wonder the AI had four villagers on it.
The strategy for the second half of the mission is much of the same. Take the castle out with trebs keeping your army in front of the siege. Use the monks to keep health up. I supplemented my forces with arbalesters and Ratha as I prefer my armies to be range-dominate. Upgrading your tech in the blacksmith and the individual units will be beneficial for tanking the enemies that will come to take the trebs down. After you take the third castle feel free to destroy everything from this point forward to clear a path to the wonder. There is no taking over buildings for the final two castles, but they need to fall for easy access to the wonder.
When the wonder falls and the mission ends the achievement will unlock.

I kept spamming trebs and elephant units.. don't forget to put the 3 relics in the monastery at the start, I completely missed that until half-way through the mission!
Easiest mission ever, crazy easy.
I had 9 trebs at the end with 20+ elephants and 6+ monks healing them.
