How to unlock the Furor Teutonicus achievement in Age of Empires II: Definitive Edition - Definitive Guide
My current working theory is that interacting with the Cumans screws up the achievement somehow. I would steer clear of their camp which is located at the north east corner.
TL;DR
- Don't touch the relics
- Ignore the Cumans to the north east
- Wipe out all enemies (target villagers, otherwise they'll set up satellite bases)
A moment before completing the mission for the last time I got a voice line congratulating me for capturing the relics for the HRE. I of course hadn't captured a single one, but I did get the achievement so...I'll take it.

Tried this once with collecting all the relics and taking them out, then not picking them up at all, and finally totally ignored the Cumans.
Can also confirm Cumans void the achievement for whatever reason.

Can confirm you are able to cap 3/4 relics, however if you have anything to do with the Cumans you will void the achievement,

As of this video being uploaded (17th November 2019, game version: 101.101.32911.0 4395365), there appear to be some bugs with this achievement. Many people are reporting the achievement not triggering, however whether or not the achievement triggers appears to relate to your interaction with the Cumans (Grey). They are a band of mercenaries that you can buy for 200 gold at the far right of the map. When I got this achievement, I didn't buy them or kill them and simply had no interaction with them whatsoever other than discovering their presence. Some people are mentioning that if you buy them or kill them, it can stop the achievement triggering, but this is hopefully something the Age of Empires team will fix in the near future.
UPDATE: The December 17th 2019 update has fixed many issues relating to achievements. This should no longer be bugged.

During the first Barbarossa mission your mission is to collect the Relics, instead ignore them completely, do not touch the relics at all. Instead build a large army and go out to kill every enemy. Obviously best to do this on easy difficulty.
Bohemia can actually become a hard enemy but has no army at the start so you will want to attack them immediately. They are located in the northeast and can be defeated using your starting army. It is also relatively easy to defend your island you start on as there are only four ways to it.
