As the description says, just play as the Gurjaras and win in any mode (without using cheats).
I actually unlocked this while playing through the Babur campaign (on completion of mission 3). This is odd as the civ for that campaign (sans mission 1 which is Tatars) is Hindustanis.
For peak efficiency, if you are going into the game fresh, you should get this by playing the 'Prithviraj' campaign which, as of the release of Dynasties of India, now has you play as Gurjaras (it was formerly 'Indians' who have since been renamed and totally redesigned to 'Hindustanis').

You can only play as the Gurjaras in Skirmish if you own the DLC.

I unlocked this one and Dravidian Victory during last two levels of Francisco de Almeida campaign, don't know it's a bug or not.
