How to unlock the I Wonder Why I Did That? achievement in Age of Empires II: Definitive Edition - Definitive Guide

Standard skirmish game, AI to "easy", unlimited resources, starting age is "post iron". Create some villagers and sent them all to build a wonder. The enemy AI should not attack you if you don't start a fight. If you want to be save, you can build a couple of towers around the wonder. After it's finished, just wait for the timer to run down.

I got the achievement simply building it, not having to wait the entire time.

Just set the game mode to Wonder Race. Game immediately finishes when you finish building it.
