In order to convert an enemy monk you will need to be playing as a civilization that can research the 'Atonement' technology. Then you must use your monk to convert an enemy monk. An easy time to obtain this is during level 3 of the Saladin campaign. The relic that must be captured is walled in and has 3 monks in this area who cannot escape so you can convert one of those.

I got it on the last Barbarossa mission. Lots of monks to convert when you get to the target city

If you play a random map game and convert an enemy monk, but the monk dies once it has been converted, the achievement should still pop up. There was about a ten minute delay for me.
