Defeated the Crimean Tatars without building a Town Center in "Vytautas' Crusade".
With your initial army, simply destroy each of the villages that you are asked to do, destroy the tower and the market as well as all the units of the orange player.
Once you have conquered all the villages, go south to destroy the base of the orange, it will not be very difficult, all this can be done with the initial army. It will be unlocked when the orange is removed (no need to end the game).
Tip: You can build the city center once the achievement is obtained to finish the mission faster.

It's worth adding that you can build any building other than a Town Center. You can set up a basic economy, and even add military buildings to produce more units. There's still plenty to do after defeating the Tatars, so it's a good idea to do what you can with the villagers you've liberated.

On normal difficulty you can just head straight for Orange and destroy him to get the achievement in a few minutes. After that liberate a few villages, using your hero unit to destroy the tower and trade centres to gain strength, then set up your base to the west of Cyan. Head south from there, capture the town and build a castle to get access to a pair of elite cannon galleons, which will wreck the wonder that Blue is likely building.

You DONT need to conquer the villages to get this achievement. From the start I simply rushed the Tartars base in the far south of the map. Upon destroying the base they resigned and the achievement popped. You can than build a town center and go after the villages.
