You can clear the surrounding enemy settlements if you like to give you a bit more room to play with. I found the easiest route to attack from was the south-west. There are only a couple of towers defending the western gate, which you can actually stay out of range of. You will inevitably come to an enemy Castle located near the centre of the city, but as long as you have enough Petards, you can make short work of it.
Bear in mind, you only need to lower the villager population of Liege to less than 15 to achieve victory. Your best bet is going for the Town Centre once you have destroyed the western Castle. This is where the majority of enemy villagers will be. Just make sure to bring Petards and a decent enough escort force.
You can attack from the south-east if you would prefer, but this requires you going through at least one Rebel Supply Camp (Green). There are also more towers to the south east and the shallow water gives you a little less room to manoeuvre.
