This is the first mission of the Grand Dukes Campaign.
To get this achievement I took out the villages which is player 3 and also took out the rebel supply camp on each side of the main city Liege. When this was completed it turned the objectives for the scenario from destroy 2 our of three castles to kill villagers to the point Liege only has 15 villagers.
I put 1 castle at each of their 4 northern gates which controlled the numbers and keep the villager count low. I used the castle and a few Petards on the western most gate and then went for the city center with Knights and Coustilliers to kill enough to drop to 15 villagers.

Do not construct a single siege weapon in the mission "A Kingdom Divided".
As the achievement description states, you must complete this level without the use of siege weapons to trigger the achievement. This could be problematic as you need to break in to the city of Liege (Teal) and it is a walled city with towers and 3 castles, however it does not include the use of Petards as they are technically infantry class.
You can clear the surrounding enemy settlements if you like to give you a bit more room to play with. I found the easiest route to attack from was the south-west. There are only a couple of towers defending the western gate, which you can actually stay out of range of. You will inevitably come to an enemy Castle located near the centre of the city, but as long as you have enough Petards, you can make short work of it.
Bear in mind, you only need to lower the villager population of Liege to less than 15 to achieve victory. Your best bet is going for the Town Centre once you have destroyed the western Castle. This is where the majority of enemy villagers will be. Just make sure to bring Petards and a decent enough escort force.
You can attack from the south-east if you would prefer, but this requires you going through at least one Rebel Supply Camp (Green). There are also more towers to the south east and the shallow water gives you a little less room to manoeuvre.
Attacking from the north-east isn't recommended as you have to take down a Castle straight away that can attack while you're still getting through the wall / gate of the city.
