Easy achievement.
Just boom your economy and destroy green and purple and build a temple near the flag.
There are insane amounts of gold/stone to the north and south on red positions, protected by a tower and a small amount of troops. You can get some clubmen and rush them early to get a steady income sufficient enough for the entire game, troops/upgrades included.
While I was booming my economy early I frequently got attacked by yellow and purple. I built two towers and placed them at the point from where they were invading me and it managed to dispose of them just fine until I was ready to destroy their bases.

Just one note--as with many campaign achievements, this one pops after you complete the scenario (not when you subdue the second opponent).

I built the base in the west (safer away from major enemies) and built towers around it. Got stone for them by destroying 'red's towers etc in the north and south. There was gold too to get upgrades. 30 vills and 35 army = pop_lim of 75. Leave 6-7 of them behind, at ur base to protect vills and buildings from small attacks. To get achievement u need to replace the temples of Sippar and Borsippa before u complete the main goal. Conversions by priests help when the population allowed is small. No docks but there is trade with other cyan bases.
