Easy place to get this.
Start a new game on Joan of Arcs campaign, mission 3, ‘The Cleansing of the Loire’.
You’ll start with a bunch of troops and villagers on the west riverbank, along with two transports and two demolition ships.
The English army will have two war galleys patrolling.
Take a demo ship, and crash it into one of the war galleys. This reduces it to approximately 50% health.
Load the four pikemen at your disposal into a transport. Head south down the river to the bottom of the map, then north east up the tributary until you come to a shallows crossing. Unload your pikemen here.
Both war galleys will continue to patrol up and down and will keep crossing this shallow path. Have your four pikemen attack and kill the one your demo ship hit earlier, and your achievement will pop shortly after.

I did this by lining up a bunch of pike men in the shallows and waited for a AI ship to float by. Probably really easy to set this up in the scenario editor though.
Edit: As others have commented, this doesn't work with the scenario editor. Next best option seems to playing on a "Rivers" map.

Another very fast and simple way to get [it] is by playing Barbarossa 5: Barbarossas March. Constantinople's river has an enemy galley in it as you go to cross towards Constantinople. On standard difficulty, this boat doesn't move very much, so sending a couple of cavaliers after it will kill it, earning you the achievement.

Sometimes you will find a ship comes close to the shore or into shallows. At this point take some melee units (for instance knights) and attack it. Best done against a war galley as that way it should not just flee when you start to attack it.
