If you have another account, or a friend with the game, this achievement (and all the other “win as” achievements) can be done without any effort.
Go to Multiplayer and host a game. Make sure the settings are for 2 players and set to private to close it from a random joining. Once the lobby is created, click “Y” to open game setting and turn off the setting for being on the same team and save. Invite the other account/friend. Instead of “Random”, pick the civilization for the related achievement and make sure the two accounts are on different teams (boxes on the left).
Start the game and have the other player resign. Pop!
