Age: Post Iron
Load up the game on peacefull difficulty. Get the first villager to spam houses and constantly produce villagers from the town centre. Build the wonder and keep getting the villagers to work on the wonder. Should take around 10 minutes maximum!

And also, just before the wonder is built, you should delete your Town Center for this achievement :

use the Spanish and put it on extreme to get those achievements too, also hit A then LT on town center then X on the wonder to set the rally point on it, making villagers walk right to it and build

Wonders can only be built in the imperial age and cost 1000 Wood, Stone and Gold to build as well as a long time or many villagers, this will come naturally in the campaign but to obtain this quickly follow the method described in Prominent Player (20G)
