Start a 1v1 skirmish match against an Easy AI on the islands map type.
Simply send your villagers to collect fish from the shoreline from the start of the game and never harvest any bushes or sheep/deer.
Don't forget to build a mill or equivalent near the coast and research improved village carry limit and gather rate technologies and to allow villagers to deposit.
When able, build a dock and create fishing ships to take over as the fish resources along the shoreline deplete. Villages can also deposit fish at any docks you have created.

You don't want to build a farm. You want to build a mill. Villagers automatically go to work on the farm as soon as it's finished constructing which breaks this achievement.

You don’t really need an enemy, make sure wonder (or sacred) victory is enabled and choose Micro for Volcanic Island (or similar), start in Age 4 with the highest reaources settings. Build a dock and at least one fishing boat (waypoint it on some fish), build a Wonder, walk away for 15 minutes and voila your achievement will be waiting for you when you return. Or build a Chapel (or whatever) and a couple Monks to wander over to the sacred sites, up to you.

I did this on 2 Xbox's but you can do with a friend.
Most of the settings should not matter. You need to be on a map that has fish near the water.
As soon as you start select all villagers ( I press and hold up on the Dpad) to build a mill near the water, once build have them gather some fish. Let them deposit in the mill.
Then on the second account (or a friend) have them press start, then surrender.
got this in about 15 seconds.
