Play a Skirmish as the Japanese. You can use any game options (difficulty, starting age, resources, number of AIs) that you want.
To unlock this achievement, simply complete all three Town Center Improvements. The total cost to complete these improvements is 2100 Stone.
1/3: Daimyo Manor (300 Stone)
2/3: Daimyo Palace (600 Stone)
3/3: Shogunate Castle (1200 Stone)
As with most achievements on Age of Empires IV, the achievement may not pop immediately. Just wait a few minutes and it will pop for you.
