How to unlock the Master of the Holy Roman Empire achievement in Age of Empires IV: Anniversary Edition - Definitive Guide
To complete the Holy Roman Empire Mastery, you have to complete 15 challenges whilst using this faction. These must be completed in order and you cannot advance to the next until the previous is complete. They will generally be based around the use of a local unit or ability and are generally self-explanatory, however, I will provide a few generic tips for the challenges first and the specific tips at the end of the solution;
- The game does not provide a tracker in the match as to how your progress is going so it's a bit of a guess as to when it will be completed. Check between games if needed.
- You can easily cheese a lot of the challenges by jumping straight into the correct Age from the custom games menu and doing the relevant task with the starting supplies.
- Setting the game up with the AI on the same team allows you to peacefully develop towards certain challenges and have no enemies.
- Once you think you've completed the challenge, simply forfeit the match, there's no need to win or wait to be defeated (not including the test of strength!).

The Masteries menu can be found from the main single-player menu, then selecting the relevant Mastery. The challenges are as follows:
Challenge 1: Bestirred
Gather 500 resources with Villagers affected by Holy Inspiration in the Dark Age.
Challenge 2: Safety in Numbers
Construct 20 buildings within the range of influence of a Town Center.
Challenge 3: Test of Strength I
Win a 1v1 Custom or Skirmish match against the Easy A.I.
Challenge 4: Resupply
Defeat 15 enemy units with Men-At-Arms affected by the Two-Handed Weapons technology.
Challenge 5: Fleet of Foot
Research Marching Drills and produce a force of 30 infantry in the Castle Age.
Challenge 6: Ray of Hope
Research Herbal Medicine and produce 5 Prelates from the Monastery in the Castle Age.
Challenge 7: Test of Strength II
Win a 1v1 Custom or Skirmish match against the Intermediate A.I.
Challenge 8: Safeguard
Construct the Regnitz Cathedral, place a Relic within it, and accrue 3000 Gold from it.
Challenge 9: By a Landslide
Defeat 50 enemies with Landsknechte.
Challenge 10: Holy Tithes
Accrue 1000 Gold from Relics placed within Monasteries, Keeps, Docks, Stone Wall Towers, or Outposts.
Challenge 11: Test of Strength III
Win a 1v1 Custom or Skirmish match against the Hard A.I.
Challenge 12: Thou Shalt Not Pass
Construct the Elzbach Palace and then construct 3 Keeps within influence.
Challenge 13: Preach to the Choir
Convert 10 enemies with a Prelate.
Challenge 14: Wonderous
Research Reinforced Defenses and then achieve a Wonder victory.
Challenge 15: Test of Strength IV
Win a 1v1 Custom or Skirmish match against the Hardest A.I.

Bestirred - Start at Age I, Holy Inspiration is the buff ability by Prelates. Create a mass of these and spread them out so they buff your villagers whilst they're collecting supplies.
Resupply - Two-Handed Weapons Technology can be researched from the barracks as well as the Man-at-arms unit.
Safeguard - Regnitz Catherdral is the Age III landmark selection, make sure you're quick to get a Relic and hold onto it until you're ready for it in the cathedral. You can fill it with up to 3 relics to generate 300 Gold per minute, simply wait 10 minutes after.
Thou Shalt Not Pass - Elzbach Palace is the Age IV landmark needed to be created.
Preach to the Choir - Create a mass army of Prelates as reserves in case your holding prelate is killed, capture as many relics as you can and have these in the thick of a battle. Use the convert ability whilst your forces are being attacked. Enemy units must remain within the radius until the conversion has been completed. To stop your units from killing all of the enemies before the conversion is done, keep clicking on the ground around the prelates as they do their thing.

It's worth noting in challenge 9, do not upgrade the landsknechte at the blacksmith before attempting to get kills, I tried this challenge several times and was baffled on how I could have the kill 10,000 landsknechte, but still not get the challenge for killing 50. Upgraded kills will not count toward the challenge.

It's a bit frustrating as I initially had the same issue, must have played 7+ matches and fulfilled that target with no progress made. Though I tried it again and must have killed 4-500+ enemies with fully upgraded Landsknecht's and it did eventually track!
(Though the progression may have accumulated whilst I was at lower levels and you might be right!)
