Age of Empires IV: Anniversary Edition

For this achievement you are going to need two vizier points and be in the fourth age. You acquire vizier points by upgrading, advancing to the next age, building units, and creating buildings.

You can spend your first point on any of the options in the first row but need to choose the military campus in the second (far left option). Once you've done this ensure you have five military schools created and the achievement will unlock.
