How to unlock the The Rise of Moscow achievement in Age of Empires IV: Anniversary Edition - Definitive Guide
The Rise of Moscow campaign features 8 various missions where you will play as the Rus. To unlock this achievement you will need to beat them all on any difficulty. The 8 missions include the following:
1. 1238 Rebuilding Moscow
2. 1375 Tribute
3. 1380 The Battle of Kulikovo
4. 1382 Hold Against the Horde
5. 1478 Fall of the Novgorod Republic
6. 1480 Great Stand on the Ugra River
7. 1514 Moscow versus Lithuania
8. 1552 The Siege of Kazan
After you go past the victory screen on mission 8 the achievement should unlock. For me, it took a while to unlock. I had restarted the last mission thinking it was bugged and then it unlock a few seconds after I loaded into the level. If this is your last campaign you will also unlock the achievement for beating all campaigns.
Make sure to acquire the Rus-based achievements during this campaign such as:
Keep the Change (Pay off the Mongols within 3 minutes during the Tribute mission)
Mission 2
In Memory of Kulikovo (Enhance 10 units with a siege Saint's Blessing strike as the Rus)
User TymanTheLong has mentioned that if you are playing on Xbox, in mission two of the Moscow campaign you will need to go under tribute and click the RB and LB buttons in order to switch screens and be able to purchase settlements in order to expand and complete the objective.
Mission 3
Get Off My Bailey! (Stop the Mongols from entering the outer city during Hold Against the Horde.)
Mission 4
Ancient Tower Defense (Kill 50 enemies with Wooden Fortresses during the Great Stand on the Ugra River)
Mission 6
Classic Conquest (Destroy all enemy units and production buildings during the Siege of Kazan)
Mission 8
The other four Rus-based achievements can be unlocked in skirmish/online matches by grinding. They include:
Master of the Rus (Complete the Rus Mastery)
Wild's Bounty (Accrue 2,000 Gold with Hunting Cabins in a single match as the Rus.)
Big Game Hunter (Earn 500 Gold from bounties in a single match as the Rus.)

I’m stuck on the second mission Tribute, I cannot for the life of me figure out how to “buy settlements to expand Moscow”. Some guides clearly written for PC suggest you have to “send” (tribute I assume) 750 gold to them, but I can’t find a way to do that, I can only tribute the Mongols. My traders have sent 10,000 gold to some and that doesn’t seem to matter or affect anything. I’ve been messing around with this stupid scenarios for hours, anyone who can tell me how to do this with a stupid controller will have my gratitude.

It’s been a while since I played this game but I believe you need click on the drop menu on the top right and it allows you spend gold and expand. This allows you to purchase nearby settlements and grow. Again it’s been a while but that’s what I think you had to do.
