So, I haven't truly played an AOE game since 2002's Age of Mythology left me cold and wanting. But, I got this Achievement fairly quickly and here's how.
Select the very first Art of War Challenge, the one focused on resource gathering and advancing to the next age. Play it once or twice to get a feel where the resources are (it's the same map every time). You should be able to get a Silver fairly easily. To get a Gold though, you'll have to be generating villagers continuously, from the moment the mission starts.
Immediately gather some wood, build 2 houses (needed to get the 21st villager), and begin harvesting the sheep.
Build a mill near the deer, research Survival tactics, and send a number of villagers to hunt the deer. As soon as you have enough wood to build a mining camp, sends your woodsmen to the gold quarry and begin mining.
You'll get the necessary 200G fairly quickly, while getting the 400 food takes much longer on account of consuming it with new villagers.
Always have a couple Villagers queued up. Use your scout to find the 3 or so sheep milling about and send them back to be harvested by your one or two foragers.
Build the Landmark as soon as you have the resources. You don't need -- and SHOULDN'T -- wait to get 21 villagers to advance in ages.
Always have villagers queuing. If you do, you should finish in 5:03 or faster. Good luck.
