The Japanese civilization has a unique mining bonus: 20% of Gold dropped-off is received as bonus Stone, and vice-versa. Build forges near Stone Outcroppings and have your villagers mine for stone only. Every trip your villagers make to the forge converts Stone to Gold. You need to make 250 cumulative Stone drop-offs at a Forge in a single match to unlock this achievement.
Speed this up by playing without an enemy AI (or an easy AI), continuously produce villagers and only resource Stone. Ensure they are turning it in to a Forge and not the Town Center. The achievement ping is delayed so it is best to just continue the process until you receive the achievement unlock notification.
