The Madrasa building can be built at Age IV from the Delhi Sultanate faction. This building has to be filled completely with Scholars which can be produced from a mosque.
Simply start a custom game against an AI starting at age IV, create both buildings, and produce the required scholars. Once they're placed in the Madrasa the achievement will pop.
