Easiest way to do this is with the Aachen Chapel (Feudal Age Wonder), which automatically inspires all nearby villagers if a Prelate is garrisoned. Make 60 villagers, walk them close to the Chapel, then give the achievement a minute to pop. Couldn't be easier.

Worked well! I had to walk 60 villagers out of range and then walk them back in to gey it to pop (or maybe it just popped super slow). I also found building an extra 3 Town Centers really sped things up.

You can do this on a 1 v 2 Skirmish with recourses set to high
You can partner with hard AI ally to keep the enemy AI busy. Just focus on booming with eco and put 1-2 priests near 5-6 vills.
For example, at a stone mine put 5 vills and 1 priest, the priest will auto inspire the vills. Do the same with you farms, wood lines and gold.
