During the mission you'll have a countdown to pay the Mongols 1500 Gold. You earn gold through markets, but to get the achievement will need to sell Wood / Food / Stone at the market in order to get enough within 3 minutes.
Make sure all villagers are collecting efficiently (2 farmers in your main village surrounded by stone walls are miles away from a food drop off so move them to the farms to the north east) and keep an eye on the timer.
Press the top right tribute button to send the gold.
Added help from jc colding: Remember that Rus get gold for every animal killed. So send your Scout and hero out to the Hunting cabin south west and kill the deers there

This is the second mission of the Rus campaign. You receive the achievement after awhile after the tribute made to the Mongols.
